【明報專訊】兩大龍頭物業代理行中原和美聯對當前熾熱的樓市都感到事不尋常，美聯集團指樓市已處於「非理性亢奮」狀態，故放棄較早前今年全年樓價升11％的預測，暫時「唔估」樓價升跌。中原集團則認為，政府推出額外印花稅後，令業主更不願放售，造成「價升量跌」的畸形發展。

放棄再估樓市升跌

美聯高級執行董事黃錦康表示，額外印花稅令業主更不願放盤，用家唯有以超高價入市，現時樓市已屬「非理性亢奮」。「預算案中公布每年料提供約3.54萬伙私樓應市，遠較1999至2004年期間、每年平均私樓供應約26,883伙為多，當時已因供應大增令樓價急轉直下，所以市場人士別當政府『無料到』。」

他又稱，每年逾3萬伙的供應有機會供大於求，若今年突然加息，後果可能比1997年八萬五更嚴重。

新鴻基不同意：買家深思熟慮

中原亞太區董事總經理陳永傑指出，額外印花稅推出後，二手盤源屬近10年新低，但由於內地資金湧入，加上通脹持續，令香港物業市場需求不斷上升，造成二手價升量跌的畸形發展。

不過，他與美聯唱反調，稱預算案所提出的3.5萬伙新供應並非市場實質供應，加上現時購買力已不能與97年同日而語，故政府難重蹈八萬五覆轍。

就美聯指樓市「非理性亢奮」，新鴻基地產（0016）副主席郭炳江昨在集團業績會上說，這與事實有出入。他說：「買家不是掃貨那種形式，係逐間逐間咁睇，傾好耐，我覺得佢口地係深思熟慮。」

郭炳江表示，以最近售出的樓盤為例，超過九成以上買家都是香港人，可見內地資金對本地樓市影響有限。新鴻基地產副主席郭炳聯說，現時買家都是實用買家及長期投資者為主，加上有額外印花稅的措施，相信市場上短期炒家不多。

鄭家純促復建居屋

新世界發展（0017）董事總經理鄭家純昨在業績會上表示，政府應制定長遠及連貫性的房屋發展政策，讓市場知道未來數年的供應量，畢竟就算賣地，亦需數年時間才可供應市場。他建議政府應取回土地供應的主動權，如定期賣地，並且希望政府能復建居屋及多建公屋，以解決中產及低收入人士住屋需求。他預計預算案出台後，由於沒有打壓樓市措施，中短線樓價及交投將會增加。

匯控（0005）行政總裁歐智華昨於業績公布會上亦表示，內地買家來港置業，或會衝擊本地樓市，但現時內地經濟仍保持快速增長，因此內地買家購買力仍然旺盛。他亦指出，雖然港府已推出冷卻措施，如額外印花稅等，但現時仍很難估計樓價何時轉向。

(星島日報報道)賣地前夕，山頂豪宅售價續攀上巔峰，菱電持有的山頂「天比高」最後一間洋房剛以每呎九萬六千三百六十二元天價成交，涉資八億元，成交呎價不但刷新全港豪宅新高，更晉身亞洲區最高呎價的紀錄，買家是市場炙手可熱的內地富豪。

　　對於上址以天價成交，菱電副主席胡亮明昨日接受本報訪問時表示，該物業位處地段較特殊，擁有三百六十度迴環海景，望維港及南區景致，在本港可觀賞到上述景致的獨立屋相信少之又少，基本上「賣咗之後買唔番！」，他以「少少不捨得賣」來形容今番賣樓情況，不過，由於集團早前剛購入山頂普樂道八號法國總領事館獨立屋，有它「填補空缺」（日後可發展類似的罕有獨立屋），故最終才願意割愛，否則絕對不會沽售。

　　胡亮明：「少少不捨得賣」

　　他並指出，早前拍賣場上有一幅名畫都以四億元成交，而同樣絕無僅有的這類超級豪宅，升值力自然大增。對於有地產界指，發展商曾以意向價十億元放售該洋房，胡亮明回應：「我們由頭到尾都從沒有放售物業，只不過是市場代理自行叫價搵客，今番是買家主動出價，並且只是在睇樓一次情況下便拍板。」雖然胡氏指未知買家身分，不過，有代理透露，上述洋房買家來自國內富豪。

　　睇樓一次即扑槌

　　上述為普樂道十號洋房，面積八千三百○二方呎，造價九萬六千三百六十二元易手，涉資約八億元，該洋房並設有花園、私人泳池及車房。菱電已收取一成訂金，成交日期為八月十二日。據悉該項目僅餘的十二號屋，將由周星馳保留自用。

　　菱電於上月底，斥五億八千萬元購入普樂道法國總領事館獨立屋，佔地約二萬二千四百四十四方呎，地積比為零點五倍，可重建樓面約一萬一千二百二十二方呎，平均樓面呎價約五萬一千多元，物業外觀更仿似一座小堡壘，外貌及內裏皆有獨特建築風格，景觀望維港及南區雙景，惟物業已被列為二級歷史建築物，重建亦受到一定限制。

　　收訂一成八月成交

　　事實上，菱電與周星馳合作，在二○○四年三月以三億二千萬元購入天比高項目地皮，並發展為四幢洋房，當時樓面呎價一萬四千六百萬元，重建後四幢洋房，採前後排式設計，兩高兩低，每座樓高三層，前排為普樂道十六及十八號屋，後排兩座為十號及十二號。從事電子業務的商人朱慧恒於○七年中，以三億元購入十八號洋房，面積約七千三百方呎，平均呎價四萬一千元。

　　內地富豪一擲八億

　　及後於○八年九月，天比高十六號示範屋，由百營環球資源主席兼行政總裁施展望以三億八千萬購入，面積七千二百二十九方呎，每呎逾五萬二千五百元，最終因金融海嘯，在○九年七月取消交易，及後於九月份，該物業再由英國商人以三億五千萬元購入。可見豪宅價格急升的情況下，天比高洋房價格已較兩年前「翻一番」。

　　另外，市場消息指，南區大潭玫瑰園一幢單號屋，面積三千九百六十方呎，以一億二千五百萬元沽，呎價三萬一千五百餘元。
