【經濟日報專訊】本港樓價過去一年急劇上升，美國一間顧問公司調查報告指出，全球最難負擔樓價城市中，香港居首位，本港樓價中位數相當於全年家庭入息中位數的11.4倍，達極難負擔的水平。有學者認為這反映現時本港整體樓價處於高水平。

美國顧問調查逾5倍屬難負擔

美國顧問公司 Demographia 就全球城市樓市負擔比率作出一項調查，包括美國、英國、澳洲、加拿大、新西蘭、愛爾蘭及中國（香港），涉及325個城市（當中包括82個主要城市）。報告指出，倘樓價在入息中位數的3倍或以下，屬可負擔水平；3.1至4倍屬溫和不能負擔水平；4.1至5倍為難以負擔；5.1倍或以上屬極難以負擔水平。

調查報告指出，截至去年第三季，本港樓價中位數為258萬元，而全年家庭入息中位數為22.54萬元，樓價中位數相當於全年家庭入息中位數的11.4倍，為全球極難負擔水平的城市。由於本港樓價在第四季仍持續上揚，故預期現時實際的樓價負擔水平有機會更高。

港府出招後樓市再度轉活躍

事實上，本港樓價過去兩年急劇上升，主要是由於處於低息環境，通脹加劇，加上內地資金持續流入樓市，令樓價進一步被推高，雖然政府已推出多項措施以遏抑樓市，在1個多月的冷靜期後，近期樓市再次活躍起來，不少藍籌屋苑的價量較政府11月份出招前高。

理工大學建築及房地產學系教授許智文認同，現時整體樓價處於高水平，未來樓市走勢主要取決於本港是否加息，以及外資是否持續流入（如內地買家），在現時有人工上升、低息及通脹等因素下，暫預期樓市仍穩步向上。

麥萃才︰港負擔比率仍未逾50%

惟他表示，上述研究報告以較簡單的機制計算，或未能反映本港實際的情況，主要是由於本港約一半人居於公屋及居屋，相反美國較少人居於公營房屋，故在計算家庭入息中位數方法未必合適，故此計算負擔比率的方式，較適用於美國市場。

浸大財務及決策學系副教授麥萃才則指，雖然近兩年樓價上升，現時整體樓價仍未重返97年高位。此外，以本港計算供樓負擔比率的方法計算，現時供樓負擔比率未逾50%，仍屬可以負擔水平。政府出招後樓價依然上升，反應在供應上仍然需要滿足市場需要。

根據報告指出，以82個主要城市計算，排列難以負擔水平第2位的城市，如澳洲悉尼，樓價相當於全年家庭收入的9.6倍，第3位為加拿大溫哥華。至於以整個國家計算，負擔比率最高的國家為澳洲，樓價相當於家庭收入的6.1倍。
