(綜合報道)(星島日報報道)關愛基金落實向低收入新移民派六千元的資格，執行委員會決定採寬鬆入息審查資格，以今年首季家庭入息中位數為上限，預料有近二十三萬名低收入新移民受惠，派錢總額料近十五億元。但有新移民團體不滿有關安排歧視新移民，且最低工資後大部分人薪酬增加，入息審查只變相鼓勵新移民暫不工作，以換取領六千元「入場券」。

關愛基金執行委員會昨日敲定對新移民派錢資格，須按家庭入息中位數上限接受審查，已領政府多項援助的新移民自動合資格，包括綜援家庭、領書簿車船津貼、住公屋等家庭等，均毋須再受審查。一人家庭入息中位數上限為六千五百元，二人家庭不可超出一萬四千六百元等。
執行委員會主席羅致光指出，關愛基金是幫助低收入家庭，今次政府派錢屬一次性資助，委員傾向採寬鬆標準，只要不超出家庭入息中位數，已可領六千元，不設任何比例入息限額，他強調入息審查並非是歧視新移民，本港永久居民接受福利也須通過入息審查。
羅致光承認，最低工資令普遍家庭入息上升，但第二季數據未出，遂以首季家庭入息中位數參考，之後交督導委員會拍板通過後，再由立法會民政事務委員會及財委會撥款，九月起宣傳及十月起登記。
低收入新移民須在明年三月三十一日前居港未滿七年、已年滿十八歲才合資格，十月三日起至明年六月底前，郵寄表格向關愛基金秘書處登記領錢。現已接受政府援助的新移民，亦須填表及附上有關援助單據證明；沒有受助的新移民「N無」人士，只須填寫法定聲明家庭入息沒超出入息限額，毋須交證明，只填姓名、地址、銀行戶口等資料已可。
有委員指出，本港現有約三十六萬名居港未滿七年的新移民，估計一半人屬低收入，保守估計有近二十三萬人合資格領六千元，其中八成人已領政府援助，早已通過家庭入息審查，只要填表交援助證明便可；餘下兩成人估計是「N無」人士，亦只須填寫聲明毋須特別交入息證明，秘書處料抽查約一成個案了解有否濫用，委員形容「今次真是好寬鬆」。
政府向新移民派錢整筆支出料近十五億元，其中百分之二屬行政費及銀行手續費，即不多於三千萬元，首批新移民可在十一月初由銀行戶口或支票收到六千元。
協助新移民的同根社主席楊媚指出，最低工資後薪酬上升，不少新移民月薪已過七千元，單身人士易超越入息上限不能領六千元，變相鼓勵新移民暫不工作以符派錢資格，入息審查更如標籤新移民，「窮人就一定係呃政府，仲要係新移民。」她批評關愛基金堅持對新移民設關卡派錢，只浪費公帑，更再次挑起分化新移民與香港人關係。
