本港稅收創新高破紀錄靠炒樓炒股賭博印花稅博彩稅 去年稅收2090億 大升17%

【明報專訊】2010/11年度本港稅收創新高，達2090億元，按年大增17%，當中逾三成是來自市民炒樓、炒股及賭博的稅項，印花稅及博彩稅 收入分別飈升了20％及16％。不過，這些收入並不穩定，展望來年稅收會微跌4％至2010億，其中印花稅預料會大減過百億，原因是樓市及股市難測，稅務局 要作審慎預算。
印花博彩稅飈 佔總數三成
多名稅務專家均指出，香港的稅收情况反映香港稅基狹窄，而且不少比重來自博彩稅、印花稅等不穩定、有投機性的收入，有需要改革稅制。
薪俸稅增30億 歷年新高

2010/11年度本港稅收創造了3個紀錄，包括稅收總額達2090億元，比07/08年度的舊紀錄2006億高出4％；薪俸稅比上一年增加30億元，達442億元，是歷年新高；博彩稅上升16%，達147億，同是新高。稅務局長朱鑫源昨形容，由於經濟全面復蘇，重拾升軌，利得稅錄得近932億元收入，大升22％，是歷年次高；股市樓市去年特別暢旺，令印花稅大增兩成至510億元，也是歷年次高。
稅局料來年印花稅收減兩成
不過，過去一年利率偏低、熱錢流入令樓市暢旺，但難以確保新一年依然暢旺，因此稅務局要作較審慎預算，估計今年度的印花稅收入，會由2010/11年度的510億減至400億元，即大減22％。
朱鑫源補充，額外印花稅的法例尚待通過，難以評估對稅收影響，但從去年全年平均每月有310宗住宅「摩貨」（未正式完成交易前已轉手）個案，減至今年首3個月每月145宗，顯示額外印花稅的措施有效令樓市降溫。
被問到最低工資影響時，朱鑫源說，雖然最低工資已實施，但相信領取最低工資的工人不會跌入稅網，因此納稅人數目不會增加。
稅務局今年發出了205萬份個人報稅 表，其中18萬份是電子報稅表，稅務局提醒市民，納稅人須於6月3日前遞交報稅表，經營獨資業人士的期限則為8月3日。至於財政司 長提出的寬減措施，如提高子女免稅額，提高供養父母、祖父母、外祖父母免稅額，寬減個人入息稅最高6000元等，均毋須在報稅表上提出。
